Try removing all the drivers for the modem then installing them again.
I'm pretty sure it's the drivers. I had this problem too. All I needed to do was update them.
i did. It won't install and I've been trying to find updated drivers all day but can find a single working one for a Rockwell HCF 56k Data Fax PCI Modem. I dont' want to have to end up buying a new modem and i then i dont' want to go back to Windows 98 : (Originally posted by Mr. Blunt@14 December 2003 - 00:49

when you purchased your PC you should have also got a driver disc for your modem i had the same problem as you a few months ago all i did was installed the drivers again from the original disk if you havent got the disc try contacting the manufacturer you may find that your printer doesnt work
well thats what i did there is most probably an easier way but........
