im wondering if there is a program that i can use to enhance a 128 kb audio file to a 192 kb quality file ?

NO !
It is simply impossible to add the data that was lost when it was made to 128k.

I'm sorry Arm, but while I was waiting for my new PC to be delivered last year, I had to make do with a standard pair of speakers and soundcard, and I could CERTAINLY tell the difference between 128 and 192 bitrates

ARM.Will you please not tell People who are just getting into the scene that 128 Sounds just as good as anything else.
It might for you and others.But be honest with them and tell them what most People are Ripping at and Listening too.There was just a Guy that came over to the Noob Room with nothing but 128 Bitrate Files from Albums he Ripped and we asked why and he said "because that is CD Quality".
It is not.I am sorry.

That is what I was just thinking.
Why dont we just do a neutral point of view and say use whatever bitrate you feel is best?
