You have a maximum upstream bandwidth of - i assume - 640kbit/s which means theoretical transfer rates of 80kb/s. Taking into account some overhead you should manage to upload between 65 and 70kb/s on average.
if you have seen this on speed test 640 kb/s then in your client max upload will be 65-70kB/s
