how do i fly that plane for the flyers it wont fly it just stays on water

look for a long stretch of water. Speed up as fast as you can, push down a bit, then hold up and you'll take off.

i finished the final mission but i still couldn't play the haitan or the cuban mission. What do you do to get that mission. Thanks
