Elite and Pro packages of DSL with ATT have good upload speeds.
Verizon has Fiber Optics in some areas
I payed extra $ to comcast, upgraded to 8mb/1mb connection, the upload speeds are now at 100kbps. Also did SSH tunneling (cannot reveal details) thro work place and sometimes get very high uploads - however I dont it that often and will not do it since it is against my ethics :P (truly is). Still looking for a good seedbox.

i can usually download 1MB/s and upload 120 kb/s and now it seems that my download is only around 300kb/s btw, is that kilobits, or kilobytes?
also, do they have the right to make my connection slower because of that? :(

I'm pretty sure they can. They protect themselves well with the up to phrase they use.

Kb is kilobits...KB is kilobytes. Comcast's average package is 8Mbit down and 768Kbit up, although they've recently introduced a new package in select areas that advertises 16Mbit down and 2Mbit up.
Comcast has been accused of throttling P2P traffic although it is only supposed to affect seeding. Encryption should definitely be turned on.

scribble look into fios. I don't know where you are but for me it is much better than cable alternatives

Comcast doesn't own Road Runner Time Warner Cable does.
I've love to get fios myself but they don't have it in my area.
