Brotherhood is a customer disaster. There are in total 5 editions already - none of which are complete, which means they have not all content on disc.
For Assassings Creed2 it took one year for Ubisoft to release something full - not even the "Complete Edition" was complete, but only the Goty Edition.
Ubisoft sucks for destroying the second hand market like this and sucks for their DRM.
