Sure you can say "you make the conclusion from here", however it's apparent to me that you don't have a conclusion to make. The ratio system has nothing to do with what you do with the files you download. Its only concern is the ratio of your upload:download. So your original argument that no one watches or consumes what they download is simply wrong.
