If you're talking about IPT, I have a couple of them. I used to have like 6 or 8 and they removed most of them, but still I find them quite easy to come by.

IPT hands out invites for power users
so still power users may invite new members.Power Users = 1 invite/month ( if 1 invite not used, next month system will not give another invite, so better use it and get a fresh invite next month ) !

Power users are anyone who has been at the site more than 4 weeks and uploaded at least 50Gb with a minimum raito of 1.05
As for invites
Power User 1 invite/month (if 1 invite not used, next month system will not give another invite)
Vip 3 invite/month + if they donate, they will get extra invites
Uploaders 1 invite/month
At least that is how it is defined in the FACS but of course it could be outdated
