No, browsing is not the same. While it would be possible to send someone an entire site via [pick yer protocol], a large percentage are now dynamic, and therefore, everyone is NOT receiving duplicate files. Also, I have yet to stream a single page, nor would think that would be something worth designing as browsing would be stepping back. However, content present on a page may be "fileshared".

Browsing, Mr. Epicfailure, allows for individuals to locate specific pages within the site- AND have unique pages.
