So, enlighten me, what age should girls be allowed to consent to sexual intercourse. Obviously 11 is old enough. How low an age would you go, or is there no lower limit.

There comes an age when they are not in a fit state to make such big decisions as they cannot grasp the consequences. I would discourage it as they could get pregnant (like the 11-year-old) and giving birth at such a young age can cause harm to both the mother and the child but as children they can't be held fully responsible for their actions.
Plus, the girl (and probably the boy, too) were drunk, this shouldn't have been allowed. Without the alcohol such problems may never have arose.

This specific incident might not have, though. I certainly think there would be a drop in teenaged pregnancy if they weren't drinking so much.
