To ruin the site's ratio economy by practically forcing them to cross-seed.To avoid hit & runs, of course.
Wait times were introduced back in the times where almost every tracker was open for signups, and thus you could signup, H&R an account to death, optionally delete it, and make a new one. Now that many of those sites are invite-only, I think there's little sense in having them, to be honest.

I looked up " train" in the dictionary not really and I didn't see anyplace where it said it was synonymous with "make".
Anyway wait times don't do that.
If you want to people to donate either make it virtually impossible to maintain a positive ratio on a "normal" connection without resorting to extraordinary lengths or without benefit of upload credit or else make the site really l337 and then keep threatening to close because you are always running short on funds.
In the latter case it might also be beneficial to brow-beat the general populous ( ungrateful scum that they are ) for failure to donate to a place that they basically belong to in the first place just so they can get stuff for free.
