    "I can't make that decision" would mean you were physically or mentally unable.

    "I don't make those decisions" would infer there were more than one decision to make.

    "I don't make that decision" refers to the topic or decision at hand. It is also a complete sentence, which also (by default) makes it grammatically correct.

    "I don't make that decision", the decision is past tense as it's already been made therefore "I do not" makes no sense at all.
