IMO, torrent sites need to be thought of like businesses (perhaps not in the financial sense, but even then some will argue).
If a business (tracker) cannot deliver good or services (.torrents of media content) to it's target market (userbase comprised of p2p community) then it will fail to compete (with other trackers). If delivery is not speedy or reliable (pretimes) or if the firm does not advertise (fst thread, fsf) then consumers (users).

Mmm, it can be a good sign, but it doesn't say much about the average number of seeders per torrents, which more often than not the bigger the number the better the speeds...Who said the otherwise?
