As you say, the cares of the people who still have relatives missing, and indeed the welfare of folk who may still be stuck in attics, come before the cares of pet owners who've lost Tiddles or Rover.
Probably a lot of owners who have lost too much as is, Manker.....but you are right in that concentration on rescuing humans should come first.
